A recent report has alleged that the United States’ move to consider placing Nigeria on its list of Countries of Particular Concern (CPC) traces back to the administration of former President Muhammadu Buhari.

According to a Daily Sun publication, tensions reportedly grew after Buhari’s government declined American assistance in tackling terrorism. Diplomatic sources quoted in the report claim Washington interpreted the refusal as a lack of commitment on Nigeria’s part to decisively confront extremist groups.

The sources said U.S. officials held discussions with Nigerian intelligence bodies and the Nigerian Mission in Washington during the Buhari era, offering support in combating insurgency. However, the overtures were allegedly brushed aside. One source said Buhari questioned officials who informed him of the U.S. offer, asking whether anyone had suggested that Nigeria needed foreign help.

The report suggests this stance raised a red flag in Washington. Observers claim the U.S. began scrutinizing Nigeria more closely after concluding that the previous administration did not prioritize eradicating terrorism. American intelligence agencies were said to have kept an eye on Nigeria’s borders, waterways, and suspected militant movements.

Following Buhari’s exit from office, U.S. authorities reportedly anticipated a shift in strategy and greater urgency in counter-terrorism efforts. However, they were said to have been disappointed by the continued security challenges, prompting renewed concern.

One diplomatic source noted that U.S. President Donald Trump acted based on intelligence assessments, warning that American threats to pursue terrorists should not be taken lightly. The source also cited the successful U.S. special forces rescue of an abducted American citizen in Nigeria as evidence of Washington’s deep intelligence capability and operational reach in the region.

“They came in, rescued their citizen, and left without harm,tThat should demonstrate how much they understand the security landscape and how quickly they can respond,” the source said.
